This has not been supported for years before even Devuan’s founding. You’ve had to have the initrd mount /usr already for several releases if it’s not on the same filesystem as / is. Note that Debian bookworm and up fully ceased to support that and are actively removing support code, so I expect Devuan to not be able to support that any more either.
