debian/changelog suggests that the tutorial that used to be part of the package has been removed and put into non-free into a dedicated package parse-recdescent-doc-nonfree. This package is, however, not present in non-free today. Additionally, it would be a good idea to have the removed documentation mentioned in the package description and not only the change log.
