DEB_HOST_MAINT_OPTIONS="abi=+time64" to actually see what happens.

DEB_BUILD_MAINT_OPTIONS of course. I set the correct one (and 
libreoffice and xmlsec1 did pick it up) but just "thinkoed" it when 
reporting the bug.
