I have looked at the whole netplugd state machine and transitions between states. I identified more bugs than the one described in this issue report. I have prepared fixes for all of them. Joey, would you be interested in testing netplugd fixes? Btw, I was trying to contact vyos people but they are not interested in any discussion about netplugd, so I see no reason to link vyos issues.
