I just took a look at 2.13.0 to see what would be needed.  Here's my
results:

* Missing Python dependencies:

   All Python dependencies present in Debian, except for docs:
     "sphinxcontrib-openapi",
     "sphinxcontrib_github_alt",  (ITP #1060128)

   https://github.com/jupyter/jupyter_events
   Missing Python dependencies:
     python-json-logger
     rfc3339-validator (perhaps? doesn't appear to be necessary)
     rfc3986-validator (perhaps? doesn't appear to be necessary)
   Missing docs dependencies:
     "jupyterlite-sphinx",
-  overrides:
   https://github.com/mkorpela/overrides
   No Python dependencies
-  python-json-logger:
   https://github.com/madzak/python-json-logger
   Forked into
   https://github.com/nhairs/python-json-logger
   with a PEP 541 request for transfer of maintenance
   No Python dependencies

If we don't worry about packaging the docs for these packages, then
it seems like it's just four new packages needed.
