coreutils 5.96-3 uses English.pm, which is in perl-modules. However,
there is no dependency, so installing coreutils fails on systems that
do not have perl-modules installed.

I would prefer, however, that coreutils would not need English.pm to
avoid pulling in perl-modules on every Debian system.
