Dear Maintainer,

   * What led up to the situation?

Trying to build an external package dissector.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Including /usr/include/wireshark/epan/plugin_if.h in the source to build a
dissector.

   * What was the outcome of this action?

In file included from /usr/include/wireshark/cfile.h:17,
                 from /usr/include/wireshark/epan/plugin_if.h:26,
                 from packet-trdp_spy.c:52:
/usr/include/wireshark/epan/dfilter/dfilter.h:15:10: fatal error:
dfilter-loc.h: file missing

   * What outcome did you expect instead?

successful build
