Reopening this bug, as it is still present in bookworm, also bumping severity to 'serious', since the package is shipped in a broken state. Pointing to the file 'NEWS' doesn't help. I looked some more into this bug, it seems that upstream fixed this issue in late 2022 [1]. The exclusion of the file should never be fatal for the application to begin with.
