If you look at this section in the man page, it reads a little odd: 
"buzzword starts flying around more and more"
http://language.perl.com/news/y2k.html is 404
"the Gregorian system is going to have to be modified slightly" [1]
"an offset from 1900 (which is 2 digits now"

I think this paragraph should be updated to reflect that 2006 > 2000

[1] This is wrong (at least for the reason given). It would be right
    for the "pure" Gregorian calender, but to compensate this "leap"
    seconds are added as required. So in fact the Gregorian system
    *is* already modified to respect this fact. (Other effects, like the
    slowing rotation of earth caused by the moon would still need to
    be considered, IMHO, but I don't think we have to worry about this
    currently).
