An entry like this
  require none
in /etc/ldap/slapd.conf (which, according to man slapd.conf should be
honored), yields the following error (/var/log/syslog) upon calling
/etc/init.d/slapd start:

Hello,

I was able to reproduce this with OpenLDAP 2.3.24. As this is a bug with
OpenLDAP, I've filed an ITS with OpenLDAP.org.

There is a patch available for ITS#4574, which is tracking this bug. Please test it and follow up with the ITS on how that goes. I advise reading the ITS thoroughly.

for a link to the patch.
