As far as I can tell, the package no longer include this file. The
changelog indicate that it was removed in 0.16-1 due to
<URL: https://bugs.debian.org/542308 >, but it failed to clean up its
conffile on upgrades, according to <URL: https://bugs.debian.org/681629 >and
<URL: https://bugs.debian.org/868098 >.
