OpenSSH 9.8 disabled DSA by default at compile time
(https://www.openssh.com/releasenotes.html#9.8p1). As a result, libssh2
now fails to build with test failures, as follows:

seems to have been upstream's approach to this, so I suggest
cherry-picking that.
