"SVN::Notify 2.58 requires Net::SMTP_auth as dependency, due to this the
new version of the package will be retarded until Net::SMTP_auth hits
unstable." probably does not mean what you think.

I haven't checked the facts, but to improve the English I'd suggest
something like 

"SVN::Notify 2.58 requires the Net::SMTP_auth module, which is not yet
available in Debian.  2.58 will be uploaded as soon as Net::SMTP_auth
enters unstable."

In general, though, you don't need to note this kind of thing in the
package itself.  It's easier to file a bug against the package about the
new upstream version, and note there the reasons for not uploading it
yet.  Debian packages are intended to enter releases, and it doesn't
make much sense for a package in a stable release to contain a note like
this, when a newer release/testing/whatever may already include the
later version.
