We should really make an official document category list, and enforce it
with the appropriate tools. See #19076 for more details...
For now, we can always lowercase the categories...
Dan: I don't think no bug is worth duplicating _on purpose_. It bugs the
maintainers and makes the bug list longer and thus harder to manage. Please
don't do that again.
