Bingo. If the user uses
~/.mozilla/firefox/*.default/chrome/userContent-example.css's

* marquee { -moz-binding: none; }

*/
he gets the overwriting viewing http://www.tccg.gov.tw/ .
(I want to be aware of and read the full contents of marquees, but not
have them moving...)
(Overwriting on http://www.cwb.gov.tw/V5/forecast/taiwan/36-data.htm
must be a different problem. Surely looks fine on MSIE I suppose.)
