I can upload them later in the day once the new openmpi is built,
to build new hypre, petsc & friends rather than binNMU the old

Normally I'd prefer to not entangle these two, but since they are
already entangled, and all the petsc stack has successfully built in
experimental, I don't see why not. So go ahead.
