It doesn't seem to support the most suitable German 8 Bit locale,
[EMAIL PROTECTED], either. This one already existed on my system. 
But I can confirm that de_DE.ISO-8859-1 is an effective workaround.

I guess you should forward this, at least as some sort of wishlist bug.
ISO-8859-15 and UTF-8 are not that new... :o)
