Bug#242472: chroot for Debian package

I note that this is marked as wontfix and that the current radvd package
uses namespaces to isolate the filesystem, which will achieve what the
proposed chroot would have set out to do.

Therefore could we close this bug now to reduce SnR in the BTS?
