I notice the udev rule in msi-keyboard do not list the 1038:113A usb ID, so perhaps the notebook in question is simply not supported by the package? The source also only contain '_open(0x1770, 0xff00, 0);', indicating that only the 1770:FF00 USB ID is supported.
