Dear Maintainer,


Currently, the default configuration for /etc/init.d/neutron-api does only 
binds to IPv4, not with IPv6 in a dualstack environment. The initialization 
script 'WSGI_BIND_IP' with an empty variable, results that the service is only 
binding with IPv4. I propose to change the value to '[::]' that will also 
include IPv6 binding in a dualstack setting.
