Package: dpkg-dev
Version: 1.13.19
Severity: normal

mkdir -p /tmp/a/DEBIAN
cd /tmp
cat >>a/DEBIAN/control <<EOF
Package: a
Version: 1
Architecture: all
Maintainer: a
Description: a
EOF
dpkg -b a/
dpkg-deb: building package `a' in `a/.deb'.
$ ls a/.deb
a/.deb

Since the first argument is the directory describing the archive,
dpkg-deb should strip any trailing slash when writing the output file.

The description of the second argument in dpkg-deb.1 is also poor; I'm
including a patch which somewhat improves the description.
