bind9-utils Provides bind9utils, but bind9-dnsutils doesn't appear to
have a Provides on dnsutils, resulting in various packages needing to be
updated before the transitional dnsutils package can be removed.

There are other packages with runtime dependencies on dnsutils, for example
ikiwiki-hosting (#1094946).
Would there be any ongoing cost to adding a "Provides: dnsutils" to
bind9-dnsutils? It seems to me that adding that, either before removing
the "real" dnsutils transitional package or at the same time, would avoid
a need for unnecessary churn elsewhere in Debian.
