I actually found this to be a welcome new feature, providing a way to easily toggle between two workspaces without having to use two different key combinations or even necessarily remember which one you started from. Creative use, I thought, of a keybinding which would otherwise do nothing much useful at the time, simply taking you to where you already are.

However, I see your point, that you might actually want to get to Workspace N regardless of whether or not you are already there. And I believe you're in luck: the new behaviour can be turned off, in Settings -> Window Manager Tweaks -> "Remember and recall previous workspace when switching via keyboard shortcuts".
