AFAIK, there's nothing that forbids testing (with) non-free packages
as part of an autopkgtest, nor is there any practical reason for
doing so - strong opinions aside.

Python3-rarfile has a suggested dependency on every archive util it
supports, giving maintainers of reverse dependencies and other users
free rein to select whatever util(s) they want alongside the module
itself. The upstream testsuite on the other hand includes tests for
all supported archive utils (including non-free unrar), making them
full dependencies only in the context of the autopkgtest.

In light of the above, this bug report will be closed as invalid
unless you produce a meaningful reference that unequivocally makes
non-free *autopkgtest* dependencies a no-go for packages in main.
