I'm perfectly fine to turn this bug into a pre-removal warning. The
goal of the Salvage team is not to simply salvage everything. The package
somehow had a popcon that might be a hint that it is used and it was not
to complex to bring into shape.

Thank you for the hint. In case you think it is OK to salvage dci2ps
(and I should not turn this bug into RoQA bug) I'll take vflib3 as well.
