This Git repository is also fixing the source format 3.0 related bug. Given that you have set explicitly source format 1.0 I'm not sure whether this was done intentionally (for whatever reason). If source format 3.0 is OK, we could probably upload the status of Git - otherwise bug should rather be tagged wontfix. Moreover I'm not sure how to set Vcs-fields to fix your needs. I was told by Ian that dgit can perfectly deal with Salsa URLs. I'd prefer to leave it to your decision what to upload.
