Justification: renders package unusable

jinja2 (2.11.3-1+deb11u3), in filters.py, adds a new line:

from inspect import getattr_static

But getattr_static() was added in Python 3.2, and therefore does not
exist in the python-jinja2 package, leading to an "ImportError: cannot
import name getattr_static" when running "python2 -c 'import flask'".
