It's still doing that in 1:4.2.0a+stable-8.2.
I think we want an && instead of an || in the ntp-server.preinst?
preinst can be called in the following ways:
* <new-preinst> `install'
* <new-preinst> `install' <old-version>
* <new-preinst> `upgrade' <old-version>
* <old-preinst> `abort-upgrade' <new-version>
And we only want to trigger that for the 2 and 3 case, and now it
also does for the first.
