netrw fails to write through scp a file. Here's the complaint:
 "scp://foo/bar"
 Error detected while processing function netrw#NetWrite:
 line  219:
 "scp://foo/bar" E212: Can't open file for writing
 :!scp -q /tmp/v123456/7 'foo:bar'

The problem does not occur if a file is unmodified.
