In `debhelper` compat 14, `debian/compat` will be removed in favour of the `X-DH-Compat` field.
A quick glance reading of https://salsa.debian.org/jelmer/lintian-brush/-/blob/master/analyzer/src/debhelper.rs suggests that `lintian-brush` is not checking that field and that it probably should be in some case.
An alternative is to replace most of that code with `dh_assistant active-compat-level`, which will use `debhelper`'s compat level detection code instead. At that point you would depend on a recent enough `debhelper` for this to work (`trixie` or `trixie-backports` would be sufficient, but `debhelper` from older Debian releases do not know about that field)
