Bug#1093781: enchant-2: build tests fail on s390x

Hi,

I found a fix for the issue and has raised a PR for the same at 
https://github.com/rrthomas/enchant/pull/417
Looks like `valac` needs to be added to `Build-Depends` within the 
`debian/control` file.
