Some time last year it was proposed to add support for kernel
installation and removal hooks under /usr/share/kernel as well as the
currently supported /etc/kernel.

This has been implemented in the upstream kernel (with the "make
deb-pkg" target) and with the linux-run-hooks command in linux-base,
which will (soon) be used by official kernel packages.  However,
installkernel doesn't do this yet.

This should be included in trixie so that packages can start
installing hooks under /usr/share/kernel in forky.
