Control: retitle -1 Intend to orphan package

Hi,
I've learned that the "Intend to NMU" procedure is misleading. That's
why I'd like to turn this bug into a "Intend to Orphan" bug since it
seems quite clear that this package is not actively maintained. As
previously stated I have moved the packaging to Salsa[1]. I'm aware
that orphaning can be only done by the maintainer - but what if
1. the maintainer has done the last upload more than 13 years ago
2. does not respond to some email after 31 (when this bug was opened)
I'd like to stress that the most prefered action would be that either of
you (Jakub or Bodhi) insist in keep on maintaining the package and I'd
happily support you with sponsoring if needed. I also will not upload
the package before Trixie is released to respect the freeze policy which
leaves you some more time to respond.
