I can confirm this bug does exist in 0.13.2-1 from bookworm. I tested it in
debvm to avoid thrashing my host system:
$ bin/debvm-create -r bookworm --
http://snapshot.debian.org/archive/debian/20221021T000000Z/
--aptopt='Acquire::Check-Valid-Until "false"' --include elinks
$ debvm-run
The problem is fixed with the upload of elinks 0.16.0-1 to experimental.
This this problem only affects Bookworm.
