I uninstalled apparmor and now get (ignorable) errors on boot: startpar: service(s) returned failure: apparmor ... failed! Debian policy 9.3.2 says that initscripts "should not fail obscurely when the configuration files remain but the package has been removed". Typical initscripts would check for the presence of a server executable. In this case I think we could just change how the lack of the shell functions is handled.
