This is a valid suggestion. We should split off the runtime tools already to avoid sneaking in an unneeded python dependency into small systems, something at bg_gen_unified_kernel brings.
I'm not sure if there is a value in separating the script from efi binaries, though. You normally need them together when installing EBG and UKIs.
