in Ubuntu we have added some autopkgtests to the rabbitmq-server package. I create this PR[1] for your consideration. In order to have the DEP8 tests also run in salsa, I also added the template d/salsa-ci.yml file, which includes other checks. Some of these other checks are failing, but the autopkgtests themselves are passing. Happy to address changes you might require.
