I think that's correct.
It might be easiest to move/convert the package from contrib to non-free. That would go through the NEW queue so you'll need a DD to do that upload.
I don't think this makes a difference. As the Build-Depends are not in main, the binaries can't be build on the buildds and binary packages have to be uploaded manually. Please note that they don't have to be uploaded *with* the source, they can be uploaded *after* the source, one by one even (that's how the buildds do it too).
