Blender 4.4 (and higher) requires ROCm version >= 6.0 in order to use Cycles on AMD GPUs[1]. Blender 4.5 introduces a lot of desired features, not available in previous versions. It's also a LTS release. In order to use Blender 4.5 and higher, ROCm (and hipcc) need to be bumped to >= 6.0. For the philosophy of valuing stability over new features, it's understandable that Blender 4.5 does not need to work on Debian trixie. However, it would make sense to have it working on forky imho. The experimental repo already features hipcc 6.4.3. Under the premise that it is stable enough, it would be great to have it in sid and forky soon.
