Control: tags -1 patch

Please find a patch attached.

The BSD license in common-licenses refers to "the University" and "THE
REGENTS", which I have replaced with copyright holder(s), which is the
version in use at OSI. I have made that change because I assume that you
are not representing any university with your packaging work.

The note about upstream's mail does not belong to the copyright file but
to README.source, which I have created.
