Please do not alter the bug metadata in such a half-baked way.
This is not a FTBFS issue anymore and it's not a RC issue anymore, so
special care should be taken when reopening a "not completely fixed" bug.
sorry, you are wrong. this incomplete fix lets other packages fail to
build, and fails openmpi's autopkg tests. This is RC.
