I am surprised to discover that even with the latest Bookworm netboot installer (12.12.0) I do end up with the same problem that the return key doesn't work when typing in my LUKS pass phrase despite having used Bookworm on this device (with a HDD) and LUKS encryption so far.
And I also was able to upgrade from my encrypted Bookworm installation to Trixie on my other device in June. Either the installer changed in the mean time or due to some weird coincidence the SSD causes the same issue as the old Libreboot on my other device.
