I see that the package pan-imaging (version 0.4) recommends
facet-analyser, g3data and sextractor which are not in unstable.

This can be seen in https://packages.debian.org/unstable/pan-imaging

Should they be dropped or changed?

I see that https://tracker.debian.org has information on the not
available packages:

- https://tracker.debian.org/pkg/facet-analyser : removed in 2023
- https://tracker.debian.org/pkg/g3data : removed in 2023
- https://tracker.debian.org/pkg/sextractor : this source package
  provides the binary source-extractor (but sextractor is recommended).
  It got renamed in 2019 :
