After several builds using older versions of libxml2 from snapshots.d.o I've narrowed down the regression to v2.12.7..v2.13.3 and adjusting those package versions to narrowest upstream versions the regression occurs between v2.12.9..v2.13.0 - 502 commits. In summary this looks likely due to the ABI change for v2.13.0.
