/usr/share/quilt/quilt.make is remnant of the old '1.0' source format that should be removed some day. dictionaries-common has switched to the new '3.0 (quilt)' like the 99+% other packages. The "include /usr/share/quilt/quilt.make" and "Build-Depends: quilt" remains. With the long/classic debhelper sequence, It is not obvious if it can simply be dropped or not; I would first convert this package to short DH sequencer. If you agree I can propose the changes on Salsa. Greetings Alexandre
