I have decided to RFA this package instead. I no longer intend to actually do the work to fix this FTBFS bug. Instead, I intend to allow sympathy to fall out of testing.
At some point I will orphan the package and if no-one steps up before the forky freeze, I will RM it. See #1115856. I am happy to sponsor an upload which fixes this bug, if it comes in the form of a dgit-compatible git branch. Use dgit clone to obtain the current code to work on.
