I played around Debian Code Search and found /usr/share/R/debian/r-cran.mk . It is not used anywhere anymore, I've seen tiny blurbs of it (the reading of "rapiversion") vendoreded elsewhere but now it was the first time I get to see the full thing. I guess this makefile fragment can go too. I've starting trimming /usr/share/cdbs/1/rules/debhelper.mk a tiny bit to keep only what is needed to build these 1000 Haskell packages.
