Different packages need each. Makes sense to me to first move to v0.28, then provide v0.29 in experimental to test if all reverse dependencies can be patched to work with that. I have now annotated the bugreports with "affects" to indicate which packages need what version. Going forward I will try remember to consistently annotate like that.
