Please keep in mind, that systemd-sysv is installed as part of the bootstrap phase where Recommends are not considered. So the commit message in [1] is misleading: "recommend it [login] to ensure it's installed by default" The Recommends, as said, does not ensure that it is installed by default during bootstrap.
