Package: debian-policy Version: 4.7.2.0 https://www.debian.org/doc/debian-policy/ap-pkg-conffiles.html describes how conffiles are handled the "easy" and the "hard" way, but it doesn't tell how conffiles are handled by default, ie if there is no conffiles metadata file, and if the postinst script doesn't care, either.
